No, not everyone in a war commits that crime for that motive, obviously, and some commit it out of anger — but many others are motivated by a drive to self-medicate against their trauma and their stress by seeking sex, or even romantic companionship. But even where overt force and violence are not apparent, the lines of consent are murky because, well, war.
