I've never seen Tootsie, but that sounds like an interesting scene. To answer your question though, no, no man has ever done this with me, unfortunately. A woman did something very similar once, though, and it dazzled me when she made her move. If I were interested in women, I definitely would've called her. Using this kind of approach simultaneously piques curiosity while showing some major green flags. :)
