I understand your question, James, and mine is the same: how do struggling people with no budget scrounge together the resources to re-train and/or market themselves? This is so important for our society to resolve. Otherwise, we waste a lot of exceptional latent talent on un(der)paid grunt work, and the whole of society suffers. There need to be solutions for this on a societal scale.
